The Ministry of Natural Resources and Environment provides guidance on hazardous waste management reports

The Minister of Natural Resources and Environment has issued Circular No. 25/2019/TT-BTNMT dated December 31, 2019 detailing the implementation of a number of articles of Decree No. 40/2019/ND-CP dated May 13/ May 5, 2019 of the Government amending and supplementing a number of articles of the decree detailing and guiding the implementation of the Law on Environmental Protection and regulations on management of environmental monitoring services (abbreviated as Circular No. Circular No. 25/2019/TT-BTNMT), stipulating as follows:

Clause 1, Article 37 stipulates: “1.Project owners, production and service establishments, except for the subjects specified in Clause 2 of this Article, have the following responsibilities:

a) Make a report on environmental protection specified in Appendix VI issued with this Circular;

b) Keep documents related to the report for comparison by competent state agencies when performing inspection and examination;”

Clause 4, Article 40 stipulates: “Terms and regulations on periodical reports (including periodic environmental monitoring and monitoring reports, automatic continuous monitoring, daily-life solid waste management, hazardous waste management, management of imported scrap, results of environmental monitoring and restoration in mineral extraction) of production, business and service establishments mentioned in previous regulations shall comply with the provisions of this Decree. prescribed in this Circular from the time this Circular takes effect.

Clause 5, Article 40 stipulates: “Reports on daily-life solid waste management, common industrial solid waste management, hazardous waste management, and imported scrap management specified in Section III of Appendix Appendix of Decree No. 40/2019/ND-CP is integrated in the report on environmental protection specified in this Circular”.

Thus, owners of production, business and service establishments (including hazardous waste (HW) treaters shall make a report on environmental protection according to the form specified in Appendix VI to the Circular No. issued together with Circular No. 25/2019/TT-BTNMT dated December 31, 2019, which has integrated the contents of the hazardous waste management report of the hazardous waste disposer.
